During the hot summer months of 1787, delegates from the American states met in Philadelphia and created a new framework of government, called the United States Constitution. While the delegates recognized the need for a strong executive to govern the United States, they did not want an all-powerful monarch who might become a tyrant. Instead they created three branches of government—the executive, the legislature and the judiciary—each with specific powers, and each with the power to check and balance the other.
