American concerns over air defense of the continental United States were at their most grave in the 1950s. The descent into cold war in the late 1940s, the confrontation of two hostile political systems in distant Korea, and the Soviet development of atomic weapons earlier than expected by American military experts came together to stimulate popular pressures for a shield against manned bombers reaching the American heartland from the North Pole. The effect on the newly independent Air Force was significant-it required that the Air Force modify its weapons inventory, just as the service had settled on a strong strategic nuclear offensive force to deter an enemy attack. The new requirements for strategic defense threatened to compete heavily for resources with the Strategic Air Command, itself undergoing a buildup and the introduction of new airplanes and a ballistic missile force. The Air Force nevertheless soon realized that the prospect of an attack by bombers armed with nuclear weapons was real. At least a rudimentary defense system, one capable of growing in strength and sophistication as demands dictated, would be needed to persuade the Soviets that an attack might not succeed. The postwar Air Defense Command, an administrative and planning backwater compared to the Strategic Air Command, suddenly assumed far greater significance, absorbing a larger portion of the defense budget. The expansion of the air defense effort after the mid-1950s had an impact on service roles, forcing the Air Force to consider issues it had not addressed in the past. An effective guided missile defense in the latter part of the decade brought the U.S. Army into the Continental Air Defense Command. Continental implications of the defense problem went beyond dividing responsibilities for tracking and destroying incoming attackers. A wide range of international political issues attended the emplacement of a defensive warning system, for much of its construction had to be on Canadian soil. Even here, the Air Force willingly proceeded, convinced that early warnings of an attack received from the net deployed in arctic regions would improve the survivability of the SAC force that would launch the counterblow.

Since the early 20th century, officers of the US Army have honed their professional knowledge and skills by conducting staff rides to historical battlefields. In most cases, these educational exercises have focused on the tactical and operational levels of war, through a detailed examination of a major battle or campaign. The Lewis and Clark staff ride presented in this booklet, by contrast, focuses on a US Army mission to explore the unknown during a time of peace. In many ways, Captains Lewis and Clark faced a more daunting leadership challenge in their journey into the unknown than that faced by the crews of the Apollo missions to the moon. In their epic journey to the Pacific and back, they had no communication with “Houston Control” and had to rely completely on their own skills, judgment, and resources. Fortunately, they were equal to the challenge, and they had their commander’s clear intent from the president. They serve today as outstanding examples of what an Army leader must Be, Know, Do. They understood what a leader must be, a person of character; they demonstrated what a leader must know, mastery of the profession; and they exercised what a leader must do, take charge and motivate others to accomplish the mission, however daunting the obstacle.

Air Marshal Sir Arthur "Mary" Coningham KCB, KBE, DSO, MC, DFC, AFC, RAF (19 January 1895 – presumably January 30, 1948) was a senior officer in the Royal Air Force. During the First World War, he was at Gallipoli with the New Zealand Expeditionary Force, transferred to the Royal Flying Corps, where he became a flying ace. Conningham was later a senior Royal Air Force commander during the Second World War, as Air Officer Commanding-in-Chief 2nd Tactical Air Force and subsequently the Air Officer Commanding-in-Chief Flying Training Command.

Combat Studies Institute Research Survey No. 1. War is often depicted in the textbooks as a well-orchestrated, albeit violent, exercise in which opposing units strive to achieve tactical and strategic objectives. That each side will suffer casualties in the process is taken for granted; they are the inevitable, if regretable, consequence of such a deadly undertaking. That each side is almost certain to suffer casualties inflicted by its own forces is not generally taken for granted, Yet, in each of America's wars, especially those of the twentieth century, a significant number of soldiers have been killed or wounded as the result of friendly fire. The fact that the percentage of casualties resulting from friendly fire from World War I through Vietnam has been extremely low does not make the accidental killing or wounding of one's own troops any less tragic or unpalatable. Nor does it offer much consolation to the commander responsible for the lives of his troops or to the soldier who runs the risk of falling victim to the fire of his own forces. It may well be that in the "fog of war" friendly fire casualties are inevitable, but this solemn observation does not absolve the armed forces from doing everything in their power to eliminate the problem. To be sure, each branch of the Army and each of the Armed Services employ measures calculated to prevent incidents of friendly fire. But such measures offer only partial solutions, especially on the modern battlefield where joint and combined forces operate under often obscure conditions. A more comprehensive study of the causes and consequences of friendly fire is needed. That one has not yet appeared is attributable to several factors, foremost among them being the nature of the evidence on which such a study must rely. The required raw data are scattered throughout a variety of primary and secondary, official and unofficial sources. Before one can undertake a serious and comprehensive analysis of friendly fire, these data must be found and brought together in one place. In Amicicide: The Problem of Friendly Fire in Modern War, LTC Charles R. Shrader has taken a major step toward the compilation of these data. From his survey of much of the existing literature on World War I, World War II, the Korean War, and the Vietnam War, he has extracted examples of friendly fire involving U.S. ground forces and has categorized them according to types of incidents. In his well-informed narrative, he draws tentative conclusions about the causes and effects of friendly fire and offers recommendations for those who expect to study the subject further. He has, in short, produced a superb reference book and a springboard for a deeper and more comprehensive analysis of this grim and complex problem. William A.
