When the Revolutionary War ended Washington's victorious Continental Army was disbanded. The infant United States had very mixed feelings about standing armies; but years of Indian-fighting on the frontier emphasised the need for a force larger than Josiah Harmar's original 700-man 1st American Regiment. In the event Secretary Hamilton's far-sighted reforms, which produced 'Wayne's Legion' in the early 1790s, were to be short-lived, and it took later threats of international war to stimulate the eventual expansion of the young US Army. From 1893 Laos remained a relatively peaceful French protectorate until the Second World War, when it was seized by Japan. As the war drew to a close, the Japanese encouraged the growth of nationalist movements to forestall the return of French power. Despite these efforts the French re-entered Laos. Soundly defeated, the Free Laos moved to Thailand. In 1949 a splinter fraction made its way into northern Vietnam and contacted the anti-French Viet Minh forces. Commonly as the Pathet Lao, and trained and equipped by the Viet Minh, these forces would eventually plunge Laos into another bloody war.

The decision, in Spring 1948, to form two battalions of Foreign Legion paratroopers was prompted by the requirement for enlarged airborne forces in Indochina, and the healthy recruitment then employed by the Legion. There were some initial doubts. The Legion were known to be magnificent heavy infantry, but were felt by some to lack the flexibility and agility demanded by independent airborne operations. In the Legion itself there were some misgivings over the possible clash between the self-consciously exclusive 'para mentality', and the Legion's own very marked ésprit de corps. Over time, however, all these doubts evaporated with experience.
