How people deal with risks is one of the most interesting aspects of the human condition. Perceptions of risk are complex, and people deal with risks in different, often irrational, ways. Young, healthy people consider themselves immortal and immune from long-term, degenerative diseases. As a consequence they engage in risky dietary and smoking behaviors that enhance the chances of such diseases in later life. People often react irrationally to safety measures and to environmental health threats. Some drivers and passengers continue to avoid using seat belts even though it is well known that car restraints are one of the cheapest and most effective ways to reduce injuries and fatalities.

Engineering investigation and determination of the causes of structural failures of buildings, bridges, and other constructed facilities, as well as rendering opinions and giving testimony in judicial proceedings, has become a field of professional practice of its own, often referred to as forensic structural engineering. Structural failure does not have to be a “catastrophic collapse,” it may be a “nonconformity with design expectations” or “deficient performance.” Collapse is usually attributed to inadequate strength and/or stability; deficient performance, or so-called serviceability problems, is usually the result of abnormal deterioration, excessive deformation, and signs of distress. In short, structural failure may be characterized as the unacceptable difference between intended and actual structural performance.

It was nearly midnight on June 13, 1942. The United States had entered World War II some six months earlier, after the bombing of Pearl Harbor. The nation’s leading law enforcement agency, the Federal Bureau of Investigation (FBI), was aware that spies from Japan, Germany, or Italy—America’s enemies in World War II— might try to bring the confl ict to American soil. A list of Japanese, German, and Italian aliens living in the United States had been compiled. The FBI’s director, J. Edgar Hoover, ordered FBI agents to review telegraph and cable messages to certain countries before they were sent and to read mail being sent to and from the German and Japanese embassies. Security was increased at defense plants and important industrial sites.

In any area of physical science there are stages in its historical development at which it becomes possible and desirable to pull its theory together into a more coherent and unified whole. Grand examples from physics spring immediately to mind - Maxwell's electro-magnetic theory, Dime's synthesis of wave-mechanics and matrix mechanics, the Salam-Weinberg electro-weak theory. Yet this process of unification takes place on every scale. One example of immediate concern to us in this book here is afforded by the emergence of the thermodynamics of irreversible processes, where the coming together of separate strands of theory is made plainly visible in the short book by Denbigh (1951). In connection with imperfections in crystal lattices the Pocono Manor Symposium held in 1950 (Shockley et a\. 1952) might be said to mark another such stage of synthesis.

It is one of the minor mysteries of medicine that the publication by Darwin (1859) that identified evolution as a continuing biological process and that accounted for the diversity and successive change in living organisms was not immediately taken up by the physicians of the day. Their daily work then, as now, related to the whole animal biology of one species: one species that was better known in terms of its anatomy, physiology, and behaviour than any other species known to zoology at the time and indeed since. This failure to recognise the significance of the idea of evolution and the explanatory power of its mechanism, natural selection, may relate to the opposition of the established church, which focused all of its disbelief upon the perceived contradiction the theory posed to the biblical explanation of the universe as set out in the Book of Genesis.
